Summary Brief (Agreements/Contracts only)

1.                     Prepared by: The City, the Florida Turnpike (Turnpike) and Florida Department of Transportation (FDOT)

2.                     Parties:  The City, Turnpike and FDOT

3.                     Purpose: The City shall convey Parcels 101A, 101B, 101C, and 101D (“City Parcels”) to FDOT via a Quit Claim Deed in exchange for drainage work and the addition of the City’s logo.

4.                     New/Renewal/Modified: New

5.                     Duration: In perpetuity

6.                     Benefits to Port St. Lucie: The Project is to construct a partial interchange to connect Midway Road and the Turnpike in the City of Port St. Lucie, Florida.  It will also include a 22’ noise wall with the City’s logo along the Florida Turnpike within Winterlakes Park.  

7.                     Cost to Port St. Lucie (Annual and Potential): The City’s conveyance of the City Parcels shall be at the sole cost and expense of FDOT.  

 

Presentation Information: Staff will be present to answer any questions.

 

Staff Recommendation: Move that the Council approve the Ordinance and authorize the conveyance of the City Parcels to FDOT pursuant to the terms of the Memorandum of Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and complete motion in the affirmative.

2.                     Move that the Council not approve and provide staff direction.

 

Background: The City was contacted in an effort to provide a northbound off ramp and southbound on ramp at Midway Road for the Florida Turnpike. As designs were finalized, the Turnpike is in need of land owned by the City to complete their project. Through negotiations, the City was able to get the City logo incorporated into the noise wall that will run along the outside of Winterlakes Park bordering the turnpike as well as a medallion design of the City logo on the new bridge abutments for the Midway overpass of the turnpike.

 

Issues/Analysis: N/A

                     

Financial Information: Maintenance of drainage structures that ultimately outfall into the FDOT pond will still be the maintenance of the City.
