2. Parties: City of Port St. Lucie and Synagro South, LLC.
3. Purpose: To provide the Utility Systems Department (“USD”) with wastewater sludge hauling, disposal & dewatering services to support regulatory compliance.
4. New/Renewal/Modified: New.
5. Duration: Two (2) years with the option to renew for three (3) additional one (1)-year terms.
6. Benefits to Port St. Lucie: To provide cost-effective management of biosolids while ensuring uninterrupted plant operations.
7. Cost to Port St. Lucie (Annual and Potential): The total estimated cost for the initial two (2)-year term is $8,400,000.00. This is based on the unit price of $141.00 per wet ton. Future expenditure will be based on the approved budget for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20260004 and enter into a unit price Contract with Synagro South, LLC for Wastewater Biosolids Hauling, Disposal & Dewatering Services at $141.00 per wet ton and other pricing as listed in the Contract.

1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The wastewater treatment process generates residual solids, commonly referred to as biosolids, as a byproduct of treating domestic and industrial wastewater. These biosolids must be managed, transported, and disposed of or beneficially reused in a manner that complies with all federal, state, and local environmental regulations.
The USD operates two (2) wastewater treatment facilities that continuously produce biosolids through secondary treatment processes. Due to limited on-site storage capacity and regulatory requirements governing handling and disposal, routine and reliable off-site hauling and disposal services are essential to maintaining uninterrupted plant operations and regulatory compliance.
Outsourcing biosolids hauling and disposal enhances operational flexibility, improves worker and public safety, protects treatment infrastructure, and supports environmentally responsible disposal or beneficial reuse practices, allowing the USD to focus resources on core wastewater treatment operations. Engaging a qualified contractor for these services provides USD with reliable, compliant, and cost-effective management of biosolids while ensuring uninterrupted plant operations.
An Invitation for Bid (IFB) was issued to 765 potential suppliers. There were 38 plan holders with 5 proposals being received on April 30, 2026. Of the 5 proposals received, 2 were deemed non-responsive.
Issues/Analysis: Staff has reviewed the proposals and finds Synagro South, LLC provides the best value to the City.
Financial Information: Funds are appropriated in the Utility Operating Fund / Westport WWTP & Glades WWTP / Sludge Hauling (#431-3512 & 3513-543410).
