Staff Recommendation: Move that the Council award Contract #20210094 and enter into a unit price contract with AApex Electric, Inc. for the Electrical Connection Services of Retrofitted City Grinder Pump Systems for 991 Sites.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210094.
2. Move that the Council not approve Contract #20210094 and provide staff with direction.
Background: As a result of Hazard Mitigation Grant Program (“HMGP”) Contract #H0431 funding from Hurricane Irma, the Utility Systems Department submitted an application to replace certain Low Pressure Grinder electrical panels that do not have a generator receptacle to the upgraded panel with a built-in generator receptacle. This ensures that the grinder tank will be pumped down faster, more efficiently, and in a much safer manner. The City executed Contract #H0431 for Project Number 4337-350-R with the Division of Emergency Management as the State of Florida is administering the funds from FEMA.
An E-Bid was issued on January 10, 2022 to 600 potential suppliers and 671 supplemental suppliers. There were 21 plan holders with 1 proposal being received on February 14, 2022. Due to the nature of the work and the timeframe of the awarded grant, it is imperative that the City move forward to secure the electrical services for the retrofitted City grinder pump systems to continue operations of the sewer installations.
Issues/Analysis: Staff has reviewed the proposal and finds that AApex Electric, Inc. provides the lowest responsive responsible bid. This project is partially funded by a State of Florida Division of Emergency of the Emergency Management Hazard Mitigation Grant which requires the bid be awarded to the lowest responsive responsible bidder. AApex Electric, Inc. is also a local vendor who has been providing services to the City for the past 8 years.
Financial Information: Funds are appropriated in the Utility Operations /Preventive Maintenance/ Other Contractual Services (#431-3516-534000).
Special Consideration: A total of 991 locations were identified. The grant award was in the amount of $775,000 with the City matching funds for $250,000. The City will be reimbursed based on the percentage of overall project completion.
Location of Project: Various locations throughout Port St. Lucie Utility Service Area.
