5.                     Duration: Three (3) years with no renewal options.

Presentation Information: N/A.

Staff Recommendation: Move that the Council waive formal bidding, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) (sole source where the compatibility of equipment, accessories, or replacement parts is the paramount consideration) (for the reasons stated in the Issues/Analysis Section) and approve Contract #20270011 for Service & Maintenance of Centrifuge Parts with Andritz Separation, Inc.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Sole Source Contract #20270011.

2.                     Move that the Council not approve Sole Source Contract #20270011 and provide staff with direction.

Background: The Andritz centrifuges are critical components of the wastewater treatment process, used for the dewatering of wastewater solids. Due to their specialized design, regular preventive maintenance by qualified technicians is essential to ensure reliable performance, identify signs of wear, and reduce the risk of unexpected failures or operational disruptions.

Issues/Analysis: Andritz Separation, Inc. is the sole source provider for the Andritz centrifuges and associated original equipment manufacturer (OEM) parts and services, including that all service and repair procedures are based on Andritz’s proprietary procedures and specifications. Alternative vendors would either provide non-OEM parts or procure the same OEM parts and services through Andritz at an additional markup. Contracting directly with Andritz provides the USD with factory-authorized service, OEM parts, and technical expertise specific to the installed equipment. Utilizing this vendor minimizes operational risk and avoids potential compatibility issues or service.
