3. Purpose: To integrate all programmable logic controllers systems within the USD fiber/ SCADA network.
4. New/Renewal/Modified: Modified.
5. Duration: Initial period began on February 11, 2025 and continues through February 10, 2028, with one (1) additional two-year renewal option.
6. Benefits to Port St. Lucie: New hardware which will further improve communication between all treatment facilities, wells, lift stations, and pumping and repumping stations.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $70,000. Future expenditures will be appropriated in each budget year.

Staff Recommendation: Move that the Council ratify the City Manager’s execution, per City Code of Ordinances, Section 35.08(a)(10)(b) (piggyback exception to formal bidding), to participate in the City of West Palm Beach Contract #33913 for Hardware and Software Support Services for Supervisory Control and Data Acquisition Plant Automation System.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify approval for participating in the City of West Palm Beach Contract #33913 with C.C. Control Corp.
2. Move that the Council not ratify the approval for participating in the City of West Palm Beach Contract #33913 and provide staff with direction.
Background: Certain Programmable Logic Controllers (PLC) currently in use are reaching their end of useful life. Replacement of these PLC’s will also further improve communication between Utility facilities and outlaying infrastructure.
The first year’s estimated cost was within the City Manager’s approval authority under City Code of Ordinances, Section 35.06, and therefore, was not originally brought before Council. However, due to the term indicated in the piggyback and the departments need to use services beyond the first year, the costs collectively exceed City Manager’s approval, therefore staff is asking the City Council to ratify the City Manager’s execution of the Contract and approve participating in the Contract for future years.
Issues/Analysis: Staff has reviewed the City of West Plam Beach Contract #33913 and finds that it meets all the requirements of the City’s procurement ordinance.
