5.                     Duration: 360 calendar days.

6.                     Benefits to Port St. Lucie: By replacing this existing lift station, the Utility Systems Department can better serve the increasing population, prevent sanitary sewer overflows, and reduce maintenance costs.

7.                     Cost to Port St. Lucie (Annual and Potential): The total contract cost is a one-time expense of $1,194,466.00.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20250032 for Replacement of Lift Station NP-13 with Felix Civil Construction, LLC. 

2.                     Move that the Council reject all bids and provide staff with directions to reissue the solicitation or cancel the Invitation for Bid.

 

Background: The existing lift station (NP-13) has reached the end of its useful life. As the City continues to grow, older lift stations require upgrading, expansion, and/or replacement. The existing station has been experiencing increased flow, which over time it will eventually be unable to accommodate. In order to prevent sanitary sewer overflows, a new station has been designed to meet current and future demands for that area.

 

The City issued an Invitation for Bid (IFB) on December 18, 2024, to 776 potential suppliers. There were 36 project downloads, with one proposal being received on January 30, 2025. 

 

Issues/Analysis: Although there was only a single bidder that responded to this solicitation, the cost is in line with current lift station builds given the scope of work to both install a new station and decommission the existing station. The station needs to be upgraded as quickly as possible to reduce the risk of failure. Upon closer review of the project requirements, the quantity on Line Item 46 in the cost table was changed from 55 LF to 30 LF. Consequently, the contract total amount was adjusted to $1,194,466.00.

                     

Financial Information: Funds are appropriated in Utility CIP Fund / Lift Station / Improvement Other Than Buildings (#448-3380-563000).
