Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie and Eastern Pipeline Construction, Inc.

3.                     Purpose: To construct a 6-inch sewer force main along Mariposa Avenue to improve sewage basin in the area.  The new pipe route will divert the incoming flow into a downstream lift station.  This will reduce run times and reduces the changes of sewer spills and decrease the lift station’s pump running hours.

4.                     New/Renewal/Modified: New.

5.                     Duration: 180 days.

6.                     Benefits to Port St. Lucie: This new force main will eliminate duplication in the system and reduce the chance of a spill.  It will also alleviate stress on an existing lift station, reducing maintenance and operational costs.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $770,770.00.

Staff Recommendation: Move that the Council award Contract #20240035 and enter into a unit price contract with Eastern Pipeline Construction, Inc. for the replacement of the existing sewer force main on Mariposa Avenue.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20240035.

2.                     Move that the Council not approve Contract #20240035 and provide staff with direction.

 

Background: The sewer basin for the Mariposa area flows to Lift Station SP50 located near the intersection of Mariposa Avenue and Calais Street.  The lift station then pumps flow downstream to another lift station where it is pumped again before heading to the wastewater treatment plant.  Construction of Mariposa force main will change the basin’s flow characteristics to the current Utility Systems Standard and alleviate double pumping effort and reduce pumping into a second lift station.

 

An E-Bid was issued on March 12, 2024, to 1,789 potential suppliers.  There were 30 planholders with 4 proposals being received on April 17, 2024.  All proposals were deemed responsive.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Eastern Pipeline Construction, Inc., provides the best value to the City.  Eastern Pipeline Construction, Inc. has shown the capabilities and experience of directional boring with performing several successful past projects for the City and is a local contractor.

                     

Financial Information: Funds are appropriated in the FY 2023-2024 budget for UTLIT CIP / Wastewater-Preventive Maint. / Improvements O/T Buildings (#448-3516-563000-00000).
