Staff Recommendation: Move that the Council approve Change Order #2 to Contract #20220096 with H. J. High Construction Company for the construction of the Police Training Facility.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Change Order #2.

2.                     Move that the Council not approve Change Order #2 and provide staff with direction.

 

Background: On August 21, 2023, Council awarded a Contract to H. J. High Construction Company for the Design-Build of the Police Training Facility.  The original Contract was for the design, bidding, and permitting phase services in the amount of $2,102,945.00.  The original plan for the building design was a two-story building with an empty second floor shell space.  Change Order #1 was approved by Council on March 25, 2024, for an additional cost of $5,546,711.00 to design a three-story building in lieu of a two-story building, to provide design of the second and third floor interior build out, and the early procurement of the Action Target indoor shooting range.  Staff is requesting approval of Change Order #2 in order to commence construction of the project.

 

Issues/Analysis: Change Order #2 is to amend the Original Design-Build Contract with H. J. High Construction Company and provides the GMP and project schedule for the construction phase of the project.  Change Order #2 is for an additional $22,502,995.00 for a new Contract amount of $28,049,706.00.  An additional 487 days is also being added to the Contract for a project Substantial Completion date of January 05, 2026.

 

Staff has collaborated with H. J. High Construction Company to design the facility in accordance with the project’s basis of design and programming requirements while advancing the design with consideration to budgetary, schedule, quality, operability, and other project priorities.  Staff has reviewed the proposed GMP and finds it to be fair, reasonable, and representative of the City’s requirements and recommends approval.

                     

Financial Information: the funds are appropriated in the General CIP Fund (301-2105-562000-00000).
