Staff Recommendation: Move that the Council approve Amendment #7 to Contract #20130004 with Synagro South, LLC to provide sludge hauling services for an additional 3-month term while the new bid for sludge hauling services was completed.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify the additional expenditures for the 3-month extension to Contract #20130004.
2. Move that the Council not approve the additional expenditures for Contract #20130004 and provide staff with direction.
Background: Sludge Hauling services are required to maintain compliance with the regulatory agencies. The contract was due to expire on 9/30/2023, however, the new bid for these services was not yet complete. Therefore, the existing contract was extended for a 3-month term to allow for the new bid for sludge hauling to be awarded and implemented with Merrell Bros., Inc. The estimated expenditure for those three months was under the threshold for City Council approval. However, actual costs exceeded the threshold for extra services performed or deleted in City Code of Ordinances, Section 35.09(b), and therefore requires City Council approval.
Issues/Analysis: Staff is requesting Council approval for the additional expenditures.
Financial Information: Funds are appropriated in the Utility Operating Funds / Westport WWTP & Glades WWTP / Sludge Hauling (#431-3512-543410 & 431-3513-543410).
Special Consideration: This Contract is now expired. The City is using Merrell Bros., Inc. via contract #20230050.
Location of Project: Westport Wastewater Treatment Facility & Glades Wastewater Treatment Facility.
