Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.

 

Executive Summary (General Business): The Utility Systems Department (“USD”) desires to acquire the subject parcels for the expansion of the Northport Utility Site. GHO St. James, LLC, owner of the parcels, has agreed to convey the parcels to the City in exchange for the USD providing GHO St. James with utility connection fee credits in the amount of $500,000. If approved, the transaction would be similar to a “swap” wherein the USD would exchange utility connection fee credits for title to the parcels.

 

Presentation Information: Staff will be available to answer questions if needed.

 

Staff Recommendation: Move that the Council approve the Resolution Authorizing the Acquisition of Lots 7 through 10, Block 325, Port St. Lucie Section Twenty-Five, for the expansion of the Northport Utility Site.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: The USD has created a Master Plan for the Northport Utility Site that will include the relocation of the Utility Warehouse operations from Prineville to this site. Acquiring these lots will create a buffer surrounding the Northport site.

 

Issues/Analysis:  N/A

                     

Financial Information: The USD will be providing GHO St. James with utility connection fee credits as consideration for GHO St. James conveying the parcels to the City. The parties have agreed to split closing costs.

 

Special Consideration: This acquisition is necessary to accommodate the expansion and future use of the Northport utility site.

 

Location of Project: Lots 7, 8, 9, and 10, Block 325, Port St. Lucie Section 25, along NW St. James Drive.
