Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, PMD.

2.                     Parties: City of Port St. Lucie and Asphalt Paving Systems, Inc.

3.                     Purpose: To provide all labor and materials needed for the rehabilitation of roadways on an as needed basis.

4.                     New/Renewal/Modified: New.

5.                     Duration:  This Agreement shall be effective from the date upon which all parties have executed it through June 10, 2026. Contract may be extended by the City for three (3) additional one-year periods. 

6.                     Benefits to Port St. Lucie: The ability to maintain safe roadways for the citizens and visitors of Port St. Lucie.

7.                     Cost to Port St. Lucie (Annual and Potential): Public Works estimates the cost at $500,000.00 annually. Future expenditure will be appropriated in each fiscal year budget.

Staff Recommendation: Move that the Council approve participating in Citrus County Contract #24-088 per City Code of Ordinances, Section 35.08(a)(10)(b) (piggyback exception), for the Countywide Resurfacing and Preservation Projects.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in Citrus County Contract # 24-088.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: This contract is being utilized to accomplish roadway rehabilitation projects that are identified through the city’s pavement condition surveys and further verified through field observations. When a roadway’s pavement condition index appears to decrease at an accelerated rate, staff proceeds with a geotechnical evaluation of the existing roadway section to determine the cause and identify methods of repair. When the results of the testing show a substandard roadway section or confirm a failing section of roadway, roadway rehabilitation or reconstruction is required.

 

Issues/Analysis: Asphalt Paving Systems, Inc. (APS) performs roadway recycling, reconstruction, and pavement preservation throughout the United States and holds continuing services contracts with municipalities throughout the state of Florida. APS has successfully completed projects for the City of Port St. Lucie as well as neighboring counties throughout the Treasure Coast. This contract will piggyback off an existing contract held by Citrus County and increase the City’s ability to maintain aging infrastructure.

                     

Financial Information: Funds are appropriated in the Road and Bridge CIP/ Streets/ Annual Resurfacing acct # 304-4125-534132-00000.
