Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Johnson, Mirmiran & Thompson, Inc. (JMT)

3.                     Purpose: The City Council previously authorized the construction of McCarty Ranch Water Quality Restoration Area #4 with Loren Jock Trucking, Inc. (“Contractor”). However, due to the delay in construction, the City requires additional construction, engineering and inspection (“CEI”) services to continue to oversee and assist the City in administering the contract until it is completed.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The new end date will be November 6, 2022.

6.                     Benefits to Port St. Lucie: The CEI oversees construction and assists the City with administering the contract. 

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $98,460.00 for a new contract amount of $339,375.00.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20210057 for the McCarty Ranch Extension Water Quality Restoration in Area #4 with Johnson, Mirmiran & Thompson, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20210057.

2.                     Move that the Council not approve Amendment #2 to Contract #20210057 and provide staff with direction.

 

Background: The project will add a 286.95-acre reservoir to the McCarty Ranch Extension Water Quality Restoration Project. Construction of this 4th of 6 total reservoirs is part of the City’s dual goal of reducing nutrients (18,000 pounds of phosphorus & 89,000 pounds of nitrogen) that would eventually deposit into the North Fork of the St. Lucie River and detaining the source water for a future surface water treatment plant.

 

The construction of Area #4 is scheduled for completion at the near or end of October 2022. This amendment to the contract with JMT is necessary to aid the City in continuing project administration needs along with a close-out period beyond the conclusion of construction.

 

Issues/Analysis: Staff has reviewed the need for the additional costs and find that it is in line with the hourly rates provided in the contract and that these services are necessary for a complete project.

                     

Financial Information: Funds are appropriated in the Utility CIP Fund / McCarty Ranch / Professional Services / Water Quality Restoration (#448-3314-563005-Y1732).

 

Special Consideration: The City will seek reimbursement of this expenditure from the Contractor.
