Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie and Diamondback Airboats
3. Purpose: To provide safe access to monitor and inspect the City’s vast stormwater network and structures.
4. New/Renewal/Modified: New.
5. Duration: Initial contract term was 3/30/2017 through 3/29/2022. The first renewal has been exercised to extend the contract to 3/29/2027.
6. Benefits to Port St. Lucie: To have a means to rescue residents that may become trapped during flooding conditions and provide a safer means for our employees to work while in the water.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $91,205.27. Future maintenance expenditures will be included in the Department’s operating expenses.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Florida Sheriff’s Program #1122 utilizing GSA Contract #GS-07F-090GA to purchase an air boat and trailer from Diamondback Airboats.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Florida Sheriff’s Program #1122 utilizing GSA Contract #GS-07F-090GA.
2. Move that the Council not approve participating in this contract and provide staff with direction.
Background: In the past we have used Jon Boats which are dangerous and unstable. We have also borrowed or rented equipment, but we find it would be beneficial for the Public Works Department to have an airboat and trailer in our fleet readily available for emergency repairs and during storm events. The Police Department has also expressed interest in having an air boat in the fleet for search and rescue in non-traditional water bodies, i.e. wetlands and shallow canals.
Issues/Analysis: Staff has reviewed the Florida Sheriff’s Program #1122 that utilizes GSA Contract and finds that it meets the needs of the City and the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the FY 2021-2022 budget for Stormwater / Greenbelt / Other Machinery & Equipment (#401-4127-564400-00000).
Special Consideration: The Florida Sheriffs Association 1122 Program allows state and local government agencies to take advantage of the discounts available to the federal government due to its large-volume purchases for items used to support their counter drug, homeland security and emergency response operations.
