Executive Summary (General Business): A Special Exception Use (SEU) to allow an enclosed assembly area over 3,000 square feet for a Crunch Fitness health and fitness club totaling 48,466 square feet within a developed shopping center, as per Section 158.124(C)(1) of the City Code, regarding the General Commercial (CG) zoning district.
Presentation Information: Staff will provide a presentation.
Staff Recommendation: Move that the Council adopt the resolution as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not adopt the resolution and provide staff direction.
Background: The fitness center is proposed to occupy the former Keiser University and former Winn Dixie grocery store unit within the overall 114,585 square foot Marketplace shopping center. The shopping center recently was purchased by a new owner who will be making landscape and minor façade improvements to accommodate signage and to add windows. There are no changes to the parking requirements. There are 784 spaces provided, exceeding the requirement.
The project is located within the CRA and a letter of support has been provided. The project is in line with the Original CRA Master Plan Goals and Objectives by promoting business investment and economic development within the corridor. Along with entertainment uses, the need for recreation was also ranked very high and mentioned frequently within the Master Plan.
• The Planning and Zoning Board reviewed the application for a special exception use on May 7, 2024, and recommended approval.
