Executive Summary (General Business): This application is a city-initiated text amendment to the City of Port St. Lucie Conversion Manual (Appendix B) of the Zoning Code (Chapter 158) of the City of Port St. Lucie Code of Ordinances. This application will amend the conversion manual to allow for demonstration of unified control of a project area to serve as adequate legal documentation to ensure that land that is being rezoned in the conversion area is developed as a single property for the purposes of meeting building, zoning, and land development requirements. This amendment will also include clarifying statements throughout various sections of the conversion manual and update the table for the Becker Road Corridor Conversion Area.

Staff Recommendation: Move that the Council adopt the amendment as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the amendment as recommended by the Planning and Zoning Board.
2. Move that the Council not adopt the amendment and provide staff direction.
Background: The Conversion Manual currently requires a recorded unity of title for all land included within site plans for development of multi-family or non-residential uses within the land use conversion areas. This amendment will allow unified control as adequate legal documentation in lieu of unity of title. Unified Ownership through a unity of title means that properties are owned by the same person or entity. Unity of control is a legal agreement between different property owners that allows separate parcels to be treated as one for building, zoning, and development regulations. With unity of control, the owners agree to develop the properties together as a single, unified project, even though they’re owned and often financed separately. The Planning and Zoning Board recommended approval of the proposed zoning text amendment at the January 6, 2026, Planning and Zoning Board meeting.
