Submitted By: John A. Bolduc, Chief of Police

Strategic Plan Link: The City’s Mission to provide exceptional municipal services.

Executive Summary (General Business): Change Order to modify current Motorola Solutions agreement/contract to add Premier One CAD Outbound Data Interface for the Axon Body Worn Cameras.

Presentation Information: N/A

Staff Recommendation: Move that the Council approve the change order to modify the current Motorola contract.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the change order to modify the current Motorola contract.

2.                     Move that the Council not approve the request and provide staff direction.

Background: The Port St. Lucie Police Department, St. Lucie County Public Safety, and City of Fort Pierce Police Department are implementing a new shared network solution with Computer Aided Dispatch (CAD), Report Management System, and Mobile Computer Terminal / Mobile Field Reporting system, which will consolidate and centralize the CAD, RMS, & MCT / MFR system to better serve the County and Cities. The County and Cities entered into an agreement with Motorola Solutions who will provide and install their Premier One Cloud-Based CAD, RMS, & MCT / MFT system that will be used by St. Lucie County, City of Fort Pierce, and the Port St. Lucie Police Department. The agencies need to modify the current agreement to include PremierOne CAD Outbound Data Interface to the scope of the work of contract, which will be utilized in the integration of Axon Body Worn Cameras.

Issues/Analysis: To ensure the scope of work is included in the Motorola Solutions Contract FLP20I233A, which includes an Interface for Axon Body Worn Cameras, change order 002 is necessary. Motorola Solutions will deploy the Interface and verify the functionality with the file name Axon Interface.

Financial Information: The total costs of the change order is $16,663 divided by the three agencies, which is an additional cost to our agency of $5554.34. The grand total of the entire contract for the three agencies is $5,402,950.
