Executive Summary (General Business): This is the adoption hearing for a City initiated application to amend the City’s comprehensive plan. The application will amend Policy 1.1.4.10 of the Future Land Use Element of the Comprehensive Plan regarding the maximum height of publicly owned or operated buildings or uses in the Institutional (I) Future Land Use designation. This revision is being proposed to increase the maximum building height from thirty-five (35) to sixty-five (65) feet for public buildings or uses. The transmittal hearing for the proposed amendment was held on December 11, 2023. The proposed amendment was transmitted to the Florida Department of Commerce, the Treasure Coast Regional Planning Agency, St. Lucie County, and the reviewing agencies. The Florida Department of Commerce (state land planning agency) issued their comment letter on January 12, 2024. There were no objections or comments to the proposed amendment from the Department of Commerce or any other reviewing entities.

Staff Recommendation: Move that the Council adopt the proposed amendment as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the amendment.
2. Move that the Council not approve the amendment and provide staff direction.
Background:
• The Planning and Zoning Board recommended approval of the proposed amendment at the December 5, 2023 Planning and Zoning Board meeting.
• The City Council held a transmittal hearing on December 11, 2023.

Special Consideration: In association with the application for a proposed comprehensive plan text amendment is a pending zoning text amendment to increase the height in the zoning code for compatibility.
