Executive Summary (General Business): This is a City-initiated Text Amendment to Chapter 65 of the Code of Ordinances. The purpose of the amendment is to align the City's Code with Florida Administrative Code ("FAC") & South Florida Water Management District's (SFWMD) landscape watering restrictions.

Presentation Information: N/A.

Staff Recommendation: Move that the Council adopt the Ordinance.

Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the Ordinance.
2. Move that the Council not approve the Ordinance and provide staff with direction.

Background: The South Florida Water Management District's year-round landscape watering restrictions (FAC Chapter 40E-24) are designed to ensure the efficient use of water landscape irrigation. The restrictions allow enough water to maintain healthy landscapes year-round. These mandatory restrictions specify the time and the days of the week when watering is permitted for residential and non-residential locations. These days depend on whether the address ends in an odd or even number. Over time, FAC & SFWMD's watering restrictions change, and it is staff's recommendation that the City Code should not be amended every time a change occurs. The proposed amendment would allow consistency with City Code when future schedule changes occur.

Special Consideration: The Utility Service Area geographical boundaries differ from the City of Port St. Lucie's boundaries. The SWFMD watering restriction schedule is based on City boundaries (i.e. Port St. Lucie, Ft. Pierce & Unincorporated County). Due to these geographical differences and to eliminate the need for future text amendments, the Utility Systems Department is proposing that specific days and times be removed from the ordinance.
