2. Parties: City of Port St. Lucie and Pavement Technology, Inc.
3. Purpose: To provide roadway preservation products and services for the City’s roadway network.
4. New/Renewal/Modified: New.
5. Duration: Six (6) months expiring on April 16, 2026, with two (2) additional one-year renewals, potentially extending the contract to April 16, 2028.
6. Benefits to Port St. Lucie: To extend the useful life of asphalt pavement through pavement preservation.
7. Cost to Port St. Lucie (Annual and Potential): $2,900,000.00 over the life of the contract.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), participating in the City of Plantation Contract No. 072-22 for Asphalt Rejuvenation with Pavement Technology, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of Plantation Agreement No. 072-22 with Pavement Technology, Inc.
2. Move that the Council not approve and provide staff with direction.
Background: During FY 15/16 and 16/17 the City utilized a partnership contract with the City of Margate to procure the services of Pavement Technology, Inc. for the application of asphalt rejuvenate to a portion of the City’s roadways. Unfortunately, due to limited funding, the Public Works Department was unable to continue the program in subsequent years. As funding levels increased, the use of asphalt rejuvenate was again programmed into the resurfacing budget and from FY 21/22 through FY 23/25 the City was able to utilize a partnership contract with St. Lucie County to provide the same services. The partnership contract has now expired and to continue providing pavement preservation services, the Public Works Department has been in talks with the vendor and has determined that the City of Plantation has the most economical contract available for partnership.
Issues/Analysis: Staff has reviewed the City of Plantation Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance. The unit cost for like services to be provided through the City of Plantation contract is 16.21% less than the recently expired St. Lucie County Contract; therefore, provides a greater value.
Financial Information: Funds are appropriated in the Annual Resurfacing Program (#304-4125-534132-00000).
