3. Purpose: This section of the Riverwalk Boardwalk was damaged during Hurricane Nicole and needs repair.

5. Duration: Approximately 33 - 36 weeks with no option to renew.
6. Benefits to Port St. Lucie: The existing Riverwalk North Boardwalk has been deemed unsafe for public use from damages received during Hurricane Nicole. A delay in replacing the damaged areas could cause further damage if the City experiences another Hurricane event.
7. Cost to Port St. Lucie (Annual and Potential): The cost for replacement is $2,286,804.71.

Staff Recommendation: Move that the Council approve this expenditure, per Chapter 35.08(c), Good Cause Shown, for Brothers’ Construction, Inc. to replace the damaged section of the Riverwalk Boardwalk North in the amount of $2,286,804.71. Brothers’ Construction, Inc. built the Riverwalk Boardwalk at The Port District as well as several other bridges throughout the City including the fire damage on the boardwalk. Approving Brothers’ Construction, Inc. to replace this section of the boardwalk provides continuity with the construction on City boardwalks and bridges.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20240160 with Brothers’ Construction.
2. Move that the Council not approve Contract #20240160 and provide staff with direction.
Background: The Riverwalk North boardwalk that connects to Tom Hooper Park was originally constructed in 2005 and later repaired in 2017. Underhung from the existing boardwalk is a potable water line that services hose bibs along the boardwalk, electrical service for the boardwalk lighting system, and a fiber optic line that services the CCTV cameras along the boardwalk. The damaged segment needing replacement extends just north of Port St. Lucie Blvd. to the north approximately 80 feet beyond the hexagon shaped boardwalk outlook along the east side of the St. Lucie River. This roughly 600-foot-long segment of the boardwalk has a top of boardwalk elevation around 2.0 North American Vertical Datum (NAVD) while the sections to the north and south have a walking surface elevation of around 6.0 NAVD. The storm surge associated with Hurricane Nicole overtopped this section of the lower boardwalk and caused multiple sections to uplift and the wind/wave driven forces also induced loads in the boardwalk. While on site it was evident in multiple locations that the vertical position of several piles has shifted or settled causing dips in the boardwalk.
Brother’s Construction, Inc. is currently mobilized at Veterans Memorial Park at Rivergate Park constructing the Pedestrian Bridge crossing. Approving Brothers’ Construction, Inc. the contract would offer the City mobilization cost savings. It would also contribute to significant time savings since they are already on site. A new solicitation request for additional bids would potentially delay this project from commencing as soon as possible and may cost the City additional time and money.
Issues/Analysis: Staff has reviewed the proposal and compared it to the recent pedestrian bridge proposal and finds that is fair and reasonable. With the Port Pioneer Playground and Riverwalk Boardwalk South being completed, this project would allow connectivity from Pioneer Park to the south and connect to Veterans Memorial Park at Rivergate to the north. Once completed, it would provide additional amenities for The Port District and be a great benefit to the City.
Financial Information: Funds are appropriated by way of Insurance in the amount of $1,600,000 and the balance is appropriated in the General CIP Fund / Parks & Recreation / Improvements O/T Building (301-7210-563000-24PR046P).
Special Consideration: Most of the funds are from the claims for the insurance. The balance is from the General Fund in the amount of $686,804.71.
