Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Florida Department of Transportation (FDOT).

3.                     Purpose: To enter into a Local Agency Program (LAP) Agreement.

4.                     New/Renewal/Modified: New.

5.                     Duration: Construction to be completed in FY2024/25.

6.                     Benefits to Port St. Lucie: Provides for congestion management improvements at the intersection of SW Gatlin Boulevard and SW Savona Boulevard.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated to be $168,160.78.

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager to execute the Local Agency Program (LAP) Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the resolution.

2.                     Move that the Council not approve the recommendation and provide staff direction

 

Background: The City was awarded funding from the Florida Department of Transportation (FDOT) for the improvements and extension of existing turn lanes on SW Gatlin Boulevard at SW Savona Boulevard. Improvements to this intersection are included in the St. Lucie County Transportation Planning Organization (TPO) Transportation Improvement Program (TIP). The project is also included in the Council approved Public Works Mobility Plan.

 

Issues/Analysis: The proposed Resolution authorizes the City Manager, or his designee, to enter into a LAP Agreement with FDOT and allows City Staff to take actions necessary to implement the terms and conditions of the agreement.

                     

Financial Information: The Engineer’s cost estimate for the project is $708,845.78. The FDOT participation amount, per the LAP Agreement, is $540,685.00. A remainder of $168,160.78 is anticipated to require City funding.

 

Special Consideration: N/A.

 

Location of Project: East and west bound turn lanes on southwest Gatlin Boulevard, located at the intersection of southwest Gatlin Boulevard and southwest Savona Boulevard.
