Executive Summary (General Business): The City has received an application from Haley Ward, Inc., acting as the agent for the GFC, to amendment the Destination at Tradition MPUD to add Post Acute Medical Facility and Veterinary Hospital or Clinic as permitted uses to the Mixed Commercial Area, adds the parking requirement for these uses, and other changes. The proposed MPUD amendment identifies a Post Acute Medical Facility as a physical hospital or healthcare center that provides rehabilitative and/or specialized healthcare services to patients recovering from a serious illness, injury, surgery, complex medical condition, or acute care hospital stay.  The amendment also amends the MPUD concept plan to show driveway locations for a 7.36 acre parcel located at the northeast corner of the intersection of SW Village Parkway and future road Destination Way.

Staff Recommendation: Move that the Council approve the amendment as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the amendment. 

2.                     Move that the Council not approve the amendment and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed amendment at the April 7, 2026, Planning and Zoning Board meeting. 

 

Issues/Analysis: The subject property is located within the Southern Grove Development of Regional Impact (DRI) and is within an area designated as a Regional Business Center sub-district on Map H of the Southern Grove DRI and Figure 1-4 of the Future Land Use Element.  The Regional Business Center sub-district allows a variety of uses including office uses, medical uses and other similar services designed to meet the needs of the larger area.  This application also includes an amendment to the MPUD concept plan to show driveway locations for a 7.36- acre parcel located at the northeast corner of the intersection of SW Village Parkway and future road Destination Way.  A site plan application has been submitted for 7.36 acre property for a Post Acute Medical Facility for a project known as Catalyst (P26-037).

Special Consideration: The Southern Grove DRI is approved for 300 hospital beds. The 300 hospital beds are deed restricted to Tradition Hospital.  The GFC utilized the conversion matrix to convert 208,286 square feet of R&D entitlements to add 54 additional hospital beds to the DRI entitlements.  As a result, the number of hospital beds in the DRI increased by 54 from 300 hospital beds to 354 hospital beds and R&D square footage decreased by 208,286 square feet from 1,201,557 square feet to 993,271 square feet.

 

Location of Project: The subject property is generally located west of Interstate 95, south of SW Destination Way, east of SW Village Parkway and north of Marshall Parkway.
