2. Parties: City of Port St. Lucie, Asphalt Paving System, Inc. and all awarded Contractors.
3. Purpose: To rehabilitate failing roadways.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on June 21, 2022 through September 20, 2025, with the option to renew for two (2) additional 1-year periods ending September 20, 2027.
6. Benefits to Port St. Lucie: The ability to maintain safe roadways for the citizens and visitors of Port St Lucie.
7. Cost to Port St. Lucie (Annual and Potential): Current identified project: SW Oriole Lane for $165,000.00. Future expenditures will be appropriated in the approved budgets for each fiscal year through September 20, 2027.

Staff Recommendation: Move that the Council approve participating in the City of Kissimmee's Contract IFB 2022-002, per Chapter 35.08 (9)(b) with Asphalt Paving System, Inc. and all awarded Contractors for Alternative Paving Methods.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of Kissimmee’s Contract IFB 2022-002 for Alternative Paving Methods.
2. Move that the Council not approve participating in the City of Kissimmee’s Contract IFB 2022-002 for Alternative Paving Methods and provide staff direction.
Background: This contract is being utilized to accomplish roadway rehabilitation projects that are identified through the City’s pavement condition surveys and further verified through field observations. When a roadway’s pavement condition index appears to decrease at an accelerated rate, staff will proceed with a geotechnical evaluation of the existing roadway section to determine the cause and identify methods of repair. When the results of the testing show a substandard roadway section or confirm a failing section of roadway, roadway rehabilitation or reconstruction is required.
Issues/Analysis: The City of Kissimmee has an existing Contract that was competitively bid and does not expire until September 20, 2025. Asphalt Paving Systems, Inc. is offering to honor the prices on the City of Kissimmee's Contract. Utilizing this Contract would allow the City to capitalize on competitive pricing. Staff has reviewed the City of Kissimmee's Contract IFB 2022-002 for Alternative Paving Methods and finds it meets the City’s requirements and the City Procurement Ordinances. The City has used Asphalt Paving Systems, Inc. in the past and they have provided exceptional service and products.
Financial Information: Funds are appropriated in various accounts for FY 2024.

Location of Project: First (1st) project location is SW Oriole Lane. Other areas will be identified on an as needed basis.
