Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Halley Engineering Contractors, Inc.

3.                     Purpose: Address unforeseen conditions (i.e. trash, garbage, and demolition debris) during the construction of the stormwater treatment areas.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: No additional time is required for this work.

6.                     Benefits to Port St. Lucie: Keep the project moving forward without delays.

7.                     Cost to Port St. Lucie (Annual and Potential):  The additional expense is $249,538. The new Contract amount is $2,149,088.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20200113 for the construction of the Sagamore Stormwater Treatment Areas - East & West with Halley Engineering Contractors, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20200113.

2.                     Move that the Council not approve Amendment #1 to Contract #20200113 and provide staff with direction.

 

Background: The amendment adds pay items to compensate the Contractor for separating, screening and disposing debris and trash that was discovered underground during excavation of the stormwater treatment areas. Because the extent, quantities and composition of the buried debris and trash are not known, this work is being performed using time and materials with new unit prices to cover hauling, separating and disposing.

 

The amendment also includes abandoning the existing monitoring well, increasing quantities of riprap and 36” HDPE pipe, grouting the existing drainage pipe that is left in place and replacing the Utility irrigation well house driveway. No additional days are required for this amendment.

 

Issues/Analysis: Staff as well as the CEI has reviewed the cost for the amendment and finds that they are fair and reasonable.

                     

Financial Information: Funds are appropriated in the Storm Water Fund / Drainage / Improvements O/T Building / Water Quality Projects (#401-4126-563000-Y1514).

 

Special Consideration: N/A.

 

Location of Project: The Sagamore Drainage Basin.
