3. Purpose: To construct Floresta Drive Improvements Phase 2.

5. Duration: 730 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The project will complete the construction of Floresta Drive from Southbend Boulevard to Crosstown Parkway as a complete street providing bike lanes, sidewalks, traffic calming, streetlights, and landscaping.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $29,997,174.23.

Staff Recommendation: Move that the Council award Contract #20220045 and enter into a per unit price contract with Felix Associates of Florida, Inc. for the Floresta Drive Improvements Project Phase 2 in the amount of $29,997,174.23.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220045.
2. Move that the Council not approve Contract #20220045 and provide staff with direction.
Background: Improvements to the Floresta Drive corridor are a priority of the City Council. At the 2017 Summer Retreat, Council directed staff to model the corridor from a traffic standpoint for both a 2-lane and 4-lane roadway section. The new modeling was performed, and it included the new Crosstown Parkway Extension Project connection to U.S. Highway 1 at Village Green Drive, for the projected traffic volumes in the year 2037. The results/recommendations were presented to City Council on October 30, 2017, for consideration. The City Council unanimously passed the motion for the approval of the 2-lane conceptual improvement roadway plan for Floresta Drive.
Public Information workshops were conducted in January and March of 2018 and were well attended. The Master Plans were revised pursuant to public comment and input received. The final decision on the Floresta Drive Corridor Master Plan layout and amenities were approved by City Council on May 14, 2018.
An E-Bid was issued on April 1, 2022, to 1,446 potential suppliers. The City received 2 proposals on June 24, 2022. All proposals were deemed responsive.
Issues/Analysis: Staff reviewed the proposal and finds that Felix Associates of Florida, Inc. provides the lowest cost and the best value to the City. Felix Associates of Florida, Inc. has provided numerous successful projects for the City over the last 2 decades.
Financial Information: Funds are appropriated in the 1/2 Cent Sales Tax Fund / Road & Bridge / Improvements O/T Building (#310-4105-563000-00000).
Special Consideration: Despite the fact that the recommended bid exceeds the budgeted funds for Phase 2, Staff recommends this project continue to move forward. First, the costs of materials and labor cannot be accurately forecasted. The City could place the project on hold awaiting costs decreases, but that timeline is unknown. In fact, costs could continue to increase. Funds are currently available to construct Phase 2 with remaining balance of approximately $9,000,000 being leveraged as a grant match for Phase 3.
In addition to the uncertainty with costs, Staff offer the following factors for support of the recommendation to proceed with Phase 2. While the existing bridge on Floresta is in decent structural condition, it is fifty (50) years old, is classified as “functionally obsolete”, and does not have the desired bike lanes and sidewalks.
The proposed improvements, which include an elongated roundabout at Bywood Avenue will improve congestion near the public and private schools and Church while providing the children safer walking and cycling access to and from the schools. The continuous sidewalks on each side of the road will also provide safer access. Crosstown Parkway seems to be a desired termination of the improvements until funds are available for Phase 3.
Location of Project: Phase 2 begins at the Elkcam Waterway and continues to Crosstown Parkway intersection of Floresta Drive.
