2. Parties: City of Port St. Lucie and Flock Group, Inc.
3. Purpose: Provides twenty-six (26) additional cameras to the current Contract. The quantity for Flock Safety LPR Products shall change from 23 to 49.
4. New/Renewal/Modified: Modified.
5. Duration: No additional time is needed. The contract end date is 11/31/2028.
6. Benefits to Port St. Lucie: These cameras will provide the City with critical, indisputable video footage to investigate crimes, parking lot thefts, and vehicle crime to secure arrests.
7. Cost to Port St. Lucie (Annual and Potential): The cost for the new additional cameras is $105,700.00 and the annual subscription rate is $84,000.00 for an additional $189,700.00 for a new contract total amount of $455,706.85.

Staff Recommendation: Move that the Council Move that Council Approve Amendment #2 to Contract #20230091 for the purchase of additional license plate recognition cameras.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20230091.
2. Move that the Council not approve Amendment #2 to Contract #20230091 and provide staff with direction.
Background: Currently the agency has twenty-three 23 cameras. Adding an additional twenty-six (26), it will provide for a total of forty-nine (49) cameras. This will tremendously improve the number of vehicle tags reached. With access to a wider number of license plates, potentially tens of thousands a day, this will give the Police Department an extraordinary advantage in locating, investigating, and solving crime such as, detection of unregistered vehicles, stolen vehicles, recovery of stolen vehicles, and much more.
These cameras will be placed in strategic locations, usually high-traffic areas, to pick up as many vehicle license plates as possible as they drive by. Once a vehicle drives by an LPR camera, it snaps a picture of the license plate number, and it is stored in a memory bank.
Issues/Analysis: The Police Department recommends that the City proceed with the purchase of additional LPR cameras to enhance the safety of our community.
