Executive Summary (General Business): A mobility presentation seeking approval of one of three typical section alternative designs for corridor improvements for NW Bayshore Boulevard from Prima Vista Boulevard to NW Selvitz Road.
Presentation Information: An approximately 15-minute Powerpoint Presentation by Scalar Consulting Group, LLC and MacKenzie Engineering and Planning, Inc. Project Staff will be available for questions.
Staff Recommendation: Move that the Council complete motion in the affirmative.

1. Move that the Council amend the recommendation and complete motion in the affirmative.

Background: In July 2023, consultant NUE Urban Concepts presented the City of Port St. Lucie 2045 Mobility Plan. The NW Bayshore Boulevard corridor from Prima Vista Boulevard to NW Selvitz Road was identified as a location for future multimodal improvements. The intersection of NW Bayshore Blvd. and NW Floresta Dr. was also identified as a candidate for a future roundabout. Scalar Consulting Group was retained to complete a Feasibility Study for the corridor to determine the practicability of completing multimodal and mobility improvements. Scalar Consulting Group and their subconsultant MacKenzie Engineering and Planning, Inc. finalizied the Feasibility Study and as a result have developed three (3) Typical Section Alternatives for City Council review. Option 1 is a 4 lane divided roadway with bike lanes and sidewalk on both sides. Option 2 is a 4 lane divided roadway with a wider bike lane on one side with a sidewalk and no bike lane with a multi-modal path on the other side of the roadway. Option 3 is a 2 lane divided roadway with wider bike lanes on both sides and sidewalks.
Issues/Analysis: The typical section alternative designs will allow for safer, less-congested traffic conditions through the corridor. A Public Involvement Meeting was held on April 29th, 2025 to identify a Public Preferred option. Option 1 was found to be the Public Preferred option, the Engineer’s Recommended Alternative and the Staff Recommendation.
Financial Information: The Design Contract amount for the corridor is $976,197.47. The anticipated construction cost for Options 1 or 2 is $22,000,000. The anticipated construction cost for Option 3 is $18,000,000. The construction of the corridor is included in the FY 25/26 budget.
