3.                     Purpose: To provide the required mechanical integrity testing (“MIT”) of the James E. Anderson (“JEA”) Water Treatment Facility’s injection well.

5.                     Duration:  The parties agree this Contract retroactively covers the period from September 1, 2023 to January 31, 2024, including the completed work by Contractor.   

6.                     Benefits to Port St. Lucie: As specified in Rule 62-528, Florida Administrative Code, a class I injection well must demonstrate mechanical integrity every five years.

7.                     Cost to Port St. Lucie (Annual and Potential): A one-time fee of $87,650.00 to complete the MIT.

Staff Recommendation: Move that the Council approve Contract #20240107 for MIT with Layne Christensen Company for the JEA Water Treatment Facility injection well. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Contract #20240107 for MIT with Layne Christensen Company for the JEA Water Treatment Facility injection well.

2.                     Move that the Council not approve Contract #20240107 and provide staff with direction.

 

Background: The City of Port St. Lucie conducted a formal bid (Bid #20230005) to select a contractor to perform the MIT of injection well IW-1 at the Southport Wastewater Treatment Facility and for the MIT of IW-1 at the Westport Wastewater Treatment Facility. There were two bidders, and the City awarded the Contract to Layne Christensen Company as the lowest qualified bidder. The pricing was found to be favorable given the recent MIT market. Layne Christensen Company completed the performance of the MIT of both injection wells and performed well during the execution of the work. Thereafter, the City requested Layne Christensen Company to perform MIT services at the JEA Water Treatment Facility.  However, since the Southport/Westport contract with Layne Christensen Company had expired, the City was unable to make payment to Contractor for services performed for the MIT services at the JEA Water Treatment Facility. The Contract in this agenda item memorializes the agreement between the City and Layne Christensen Company for services rendered at JEA, and staff is requesting that Council approve the Contract and authorize the City to make payment to Layne Christensen Company for the services performed at JEA. Staff also received a second quote for the service, to demonstrate the value of Layne Christensen Company’s pricing for the MIT services performed at JEA.

 

Issues/Analysis: Staff has reviewed the proposal and recommends approving the Contract with Layne Christensen Company for MIT services.

                     

Financial Information: Funds are appropriated in the adopted FY 2024-2025 budget for Water and Sewer / Westport / Improvements O/T Building Fund ( #438-3512- 563000-00000).
