Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Florida Department of Transportation (FDOT).

2.                     Parties: City of Port St. Lucie and Florida Department of Transportation.

3.                     Purpose: Enter into a Local Agency Program (LAP) Agreement with FDOT.

4.                     New/Renewal/Modified: New

5.                     Duration: LAP Agreement will expire on December 31, 2021.

6.                     Benefits to Port St. Lucie: Provide a safe walking environment for residents.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated cost of the Project is $766,439.00. The total Local Agency Program (LAP) Agreement is in the amount of $613,756.00.  Anticipated City funds for the non-funded Construction Engineering and Inspection (CEI) Services and Testing Services is $152,683.00.

Staff Recommendation: Move that the Council approve the LAP Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the LAP Agreement.

2.                     Move that the Council not approve the LAP Agreement and provide staff direction.

 

Background: The City was awarded funding from FDOT for the construction of a 6-foot wide sidewalk along North Macedo Boulevard between Selvitz Road and St. James Drive.  This sidewalk is included in the City’s Ten-Year Sidewalk Plan (FY2017-FY2027) 

 

Issues/Analysis: The Resolution authorizes the City Manager to enter into a LAP Agreement with FDOT and City Staff to take actions necessary to implement the terms and conditions of the Agreement.  

                     

Financial Information: LAP and City funds are budgeted in the Road and Bridge Capital Improvement Program.  The sidewalk will have an anticipated useful life of 30 years with an estimated annual (present worth) maintenance cost of $500.00 per mile

Location of Project: South side of North Macedo Boulevard between Selvitz Road and St. James Drive.
