Executive Summary (General Business): A Special Exception Use in a General Commercial (CG) zoning district (SEU) to allow a drive-thru, associated with a 2,500 SF Starbucks restaurant in Eastport Plaza, per Section 158.124(C)(13) of the Code of Ordinances.

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Council approve the resolution as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the resolution.

2.                     Move that the Council deny the resolution and provide staff with direction.

 

Background: The Planning and Zoning Board recommended approval of the Special Exception Use on September 5, 2024.

 

Issues/Analysis: Approval of the special exception application shall only be granted by the City Council if it meets the criteria established under Section 158.260 (A) through (L) of the City’s Zoning Code. The applicant’s responses to the criteria and Staff’s review are provided in the Staff report.

                     

Financial Information: N/A

 

Special Consideration: The proposed conceptual plan provides adequate parking, landscaping and a dumpster enclosure. Access will be internal to the existing plaza and adjacent out parcels.
