7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure of $314,730. All future expenditures will be appropriated in the proposed budgets for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20210109 and enter into a unit price contract with Southeastern Lighting Solutions to Furnish and Install Decorative Street Signs and Poles.

1. Move that the Council amend the recommendation and award Contract #20210109.
2. Move that the Council not approve Contract #20210109 and provide staff with direction.
Background: On November 22, 2021, the City Council approved the Neighborhood Improvement and Community Engagement (NICE) Work Plan for FY 22 & 23. The Decorative Street Signs and Poles project will incorporate black decorative poles with street name blades and a neighborhood name topper on stop signs. The corridor segments for installation includes Becker Road (from I-95 to Florida’s Turnpike), Gatlin Boulevard (from I-95 to PSL Boulevard), and Bayshore Boulevard (from PSL Boulevard to Crosstown Parkway). Additional corridors may be identified to furnish and install fully assembled decorative regulatory street signs as needed.
An E-Bid was issued on November 2, 2021 to 99 potential suppliers and 8 supplemental suppliers. There were 10 plan holders with 2 proposals being received on November 12, 2021.
Issues/Analysis: Staff has reviewed the proposals submitted and finds that Southeastern Lighting Solutions provides the best value to the City. Southeastern Lighting Solutions is not a local vendor.
Financial Information: Funds are appropriated in the proposed FY 21-22 budget for Neighborhood Services/ Neighborhood Planning/ Decorative Street Signs (127-1520-534050).
