Executive Summary (General Business): The City has received a request from Lucido and Associates, acting as the agent for Founders Crossing, LLC, for the 4th Amendment to the Founders Crossing Planned Unit Development (PUD) zoning regulation book and concept plan.  The Founder’s Crossing PUD is approximately 386 acres in size and located on the south side of Midway Road at the intersection of McCarty Road and Midway Road.  The Founders Crossing PUD is approved for 875 residential dwelling units, 150,000 square feet of commercial use, and 80,000 square feet of office/institutional use. The PUD was last amended in 2008.  This amendment updates the development standards, infrastructure and transportation requirements, and PUD concept plan.

Presentation Information: Staff will provide a presentation.

Staff Recommendation: Move that the Council approve the amendment as recommended by the Planning and Zoning Board.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the amendment.

2.                     Move that the Council not approve the amendment and provide staff direction.

Background: At the October 6, 2026, Planning and Zoning Board meeting, the Planning and Zoning Board recommended approval of the proposed amendment subject to the condition that the applicant’s traffic study be updated to address all remaining Public Works comments and the PUD amended to include all improvements that are recommended by the traffic study prior to the item going to City Council.  Following the Planning and Zoning Board hearing, City staff worked with the applicant to address the outstanding traffic comments and to update the PUD to include all required roadway improvements.

Issues/Analysis:  This application is associated with a large scale future land use amendment that relocated 18 acres of CG (Commercial General) land use and 12 acres of ROI land use from the east side of McCarty Road to the west side of McCarty Road (P25-113) and an application to amend the Founder’s Crossing PUD (P26-032).  Both applications were approved by the City Council on September 14, 2026, and contain updated infrastructure and transportation requirements.  The proposed 4th Amendment to the Founder’s Crossing PUD also includes the infrastructure and transportations improvements that are outlined in the amendment to the annexation agreement.  The proposed PUD amendment expands on these requirements to address signalization at Midway Road and McCarty Road and to specify the water and wastewater distribution systems required to serve the development.
