Summary Brief (Agreements/Contracts only)
1. Prepared by: Angelene Frederick, Procurement Contracting Officer I, PMD.
2. Parties: City of Port St. Lucie and (1) Janice M. Riley, Inc. d/b/a The Paving Lady; (2) R&D Paving, LLC; and (3) M & M Asphalt Maintenance, Inc. d/b/a All County Paving, Inc.
3. Purpose: This Contract will be utilized for projects related to new construction, maintenance, and repairs requiring under 200 tons of asphalt per project.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with the option to renew for one (1) additional, two (2)-year period.
6. Benefits to Port St. Lucie: The ability to maintain safe roadways for the citizens and visitors of the City Port St. Lucie.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is not to exceed $250,000. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council award Contract #20240087 and enter into contracts with the three other Parties to Furnish and Install Asphaltic Concrete Paving under 200 ton, per project
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20240108 with the three other Parties.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: As a part of the City’s “High-Quality Infrastructure & Facilities goal,” the City requires asphaltic concrete to provide asphaltic paving related to culvert and street swale replacement and resurfacing of damaged roadways, as needed.
An E-Bid was issued on May 30, 2024, to 1426 potential suppliers. There were 24 planholders with nine (9) proposals being received on July 31, 2024. All were deemed responsive.
Issues/Analysis: Staff has reviewed the agreements and finds that all meet the needs of the City and meets all the requirements of the City’s purchasing ordinance.
Financial Information: Funds will be appropriated from the P&Z Fund 401-4126-553000 and 104-4125-553000.
