3. Purpose: For roadway improvements associated with the Floresta Drive Corridor Master Plan layout and amenities approved by City Council on May 14, 2018.

5. Duration: 230 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Addresses the City’s Strategic Plan goals by providing increased mobility options to residents and by beautifying a residential neighborhood.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $386,534.46.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract # 20200010 for CEI & GEO Services for Floresta Dr Widening Project - Phase I.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract # 20200010.
2. Move that the Council not approve Amendment #2 to Contract # 20200010 and provide staff with direction.
Background: The consultant provides construction engineering and inspection (CEI) services as well as geotechnical (GEO) testing services for roadway improvements associated with the Floresta Drive Corridor Master Plan layout and amenities approved by City Council on May 14, 2018. Phase 1 is from the Southbend Roundabout to south of the Elkcam Waterway and is approximately 1.1 miles.
Amendment #2 consists of increasing the CEI time to the projected construction completion date, with additional budget costs due to the additional days of construction time associated with additional work and weather days. There are also additional testing costs associated with this added work.
The additional work items that resulted in additional Contract days and costs include the following:
• Installation of two baffle boxes at the Kingsway Waterway that resulted in 28 additional days of construction time;
• Installation of additional 12” water main extension and connections that resulted 33 additional days of construction time.
• Abandonment of 12” asbestos-cement water main that resulted in 12 additional days of construction time.
• Transfer of new utility services that resulted in 34 additional days of construction time.
• Additional utility deflections at Pond 1 that resulted in 9 additional days of construction time.
• Removal and disposal of unforeseen concrete debris on Pond 1 that resulted in 17 additional days of construction time.
There are also 28 weather and holiday days as well as additional extra work related to yard drains, driveways, drainage, and other ongoing items that result in a projected construction Substantial Completion date of 1/31/22, or a projected construction Final Completion date of 3/2/22. The objective is for the additional budget to cover the CEI costs through those projected dates. The required budget for the projected additional 170 days of construction time has been partially offset by remaining budget from the original Contract that remains available due to the careful use of the original budget dollars. The total amount of added time is 230 days which includes a projected 170 days of additional construction time plus 60 days for project close-out.
Issues/Analysis: Staff reviewed Culpepper & Terpening, Inc.’s proposal and finds it fair and reasonable.
Financial Information: The funds are appropriated in the Half-Cent Sales Tax/ Engineering Operations/ Professional Services (310-4105-568813-00000).
Special Consideration: N/A.
Location of Project: The project location for Floresta Drive Improvement Phase 1 is from Southbend Boulevard to the Elkcam Waterway.
