2.                     Parties: City of Port St. Lucie and Motorola Solutions, Inc.

3.                     Purpose: To provide timely and technical labor to perform service work on APX portable and mobile radios.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three (3) years.

6.                     Benefits to Port St. Lucie: To provide timely and local support to handle programming requests, technical issues with the radios, pick-up and delivery for any repairs needed.

7.                     Cost to Port St. Lucie (Annual and Potential): The total amount for the three (3) year agreement is $233,336.00.

Staff Recommendation: Move that the Council award Sole Source Contract #20240023, per Chapter 35.08(a)(24)(a)(1), for a New Maintenance Agreement with Motorola Solutions, Inc. for the City’s existing radio equipment inventory, contingent upon receiving no responses to the Sole Source posting.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20240023, contingent upon receiving no responses to the Sole Source posting.

2.                     Move that the Council not approve Contract #20240023 and provide staff with direction.

 

Background: In January of 2024, the City entered into a contract with Motorola Solutions, Inc. to outfit new officers and replace unrepairable radios. Council approved the purchase of radios and trade in of old radios on January 8, 2024. City Contract #20240023, which staff is requesting that Council approve in this item (“Agreement”), is to provide for the services listed below for the Motorola radios. Additionally, the City’s system is also in need of adding another radio channel which will require all the 800 radios to be reprogrammed. The Agreement will cover this service, as well.

 

The Statement of Work covers the supply of technical/physical labor and associated work tools required to perform the following services:

                     RadioCentral and CommendCentral provisioning updates.

                     Remote and/or on-site troubleshooting of existing subscriber equipment.

                     Coordination of on-site work with designated customer representatives.

                     Additions and removals can be made on an annual basis during service contract renewal.

 

Issues/Analysis: Staff has reviewed the proposed Contract and finds it to be fair and reasonable. The City is required to post the Sole Source to its electronic bidding system before it can be approved as a sole source. To avoid delay in the service, staff is requesting that Council approve the Agreement, contingent upon there being no responses to the sole source posting.

                     

Financial Information: Funds are appropriated in the Police General Fund / Police Support Division / Operating (#001-2105-552000-00000).
