Executive Summary (General Business): Parks & Recreation is seeking Council approval of the dedication for access easement for the Duck Court project. Upon approval, the site plan will be amended to include the access easement.

Staff Recommendation: Move that the Council approve proposed access easement for SW Duck Ct., Port St. Lucie, Florida
Alternate Recommendations:
1. Move that the Council amend the recommendation and complete motion in the affirmative.
2. Move that the Council reject the recommendation and provide staff direction.
Background: Improvements to Duck Court Park "Phase I" were completed in 2022 and included landscaping and irrigation. Culpepper & Terpenning, Inc., the project engineer for the design of "Phase II”, conducted a boundary survey of the park property and identified the need for an access easement, which must be approved and incorporated into the project site plan.
It has come to the City's attention that the street known as "Duck Court," which runs through the property, has historically been used by the public as a road right-of-way. However, the property was never formally dedicated for road right-of-way purposes. The 60% plans for the "Phase II" improvements have been submitted to Fusion for site plan review.
