3.                     Purpose: Conduct a Limited Site Investigation (LSI) at proposed new Public Works Administration Building. The purpose of this LSI is to assess for potential impacts associated with recognized environmental conditions (RECs) and/or site concerns identified in the draft Expanded Limited Site Investigation Findings Report dated May 9, 2022.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: A time extension of 197 days is needed to complete tasks 1-4, and to be completed no later than December 23, 2022.

6.                     Benefits to Port St. Lucie: To conduct a Limited Site Investigation (LSI) at multiple city-owned properties.

7.                     Cost to Port St. Lucie (Annual and Potential): Additional $33,150 for a total of $570,572.14.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20210018 for consulting services for the new Public Works Administration Building, with CPZ Architects, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #3 to Contract #20210018.

2.                     Move that the Council not approve Amendment #3 to Contract #20210018 and provide staff with direction.

 

Background: In the late 1980’s a fuel contamination leak was discovered and mitigated by a City hired consultant over the course of approximately 10 years at which time the City received a clean bill of health from the Florida Department of Environmental Protection (FDEP). During the first series of prerequisite testing for the new facility there were two (2) chemicals discovered within the confines of the fleet repair facility (Garage) area which necessitated the need to perform additional testing. A Request for Proposal (RFP) #20210018 was issued on August 24, 2021, to assist with the coordination and review of the Limited Site Investigations outlined by the attached proposal from Terracon. These services are in association with the project to redevelop the existing Public Works facility located at 450 SW Thornhill Boulevard, Port St. Lucie, FL.

 

In November 2021, Amendment #1 was signed to apply an additional $24,500.00 for architectural and engineering services as part of Terracon’s Phase I Environmental Site Assessment (ESA- Report No. HD217046).

 

In March 2022, Amendment #2 was signed to apply an additional $20,150.00 for advancement of twelve soil borings, installation of five shallow temporary monitoring wells, installations of two intermediate depth temporary monitoring wells, collection of soil and underground water samples for laboratory analysis.

 

The extended environmental soils testing including three additional expanded investigations, has slowed the production of the project. A time extension of 197 days is needed to complete tasks 1-4, and to be completed no later than December 23, 2022.

 

Issues/Analysis: Staff has reviewed the additional time extension and recommends approval of the related time extension to complete all tasks.

                     

Financial Information: Funds are appropriated in the Road and Bridge CIP Fund/Road Street/ Buildings Public Works Department (#304-4105-562000).
