2. Parties: City of Port St. Lucie and M & M Asphalt Maintenance, Inc. dba All County Paving.
3. Purpose: To harden the intersection by replacing the old span-wire with mast arms.
4. New/Renewal/Modified: New.
5. Duration: 270 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The project will provide signal hardening, ease peak-time congestion, and improve the safety of motorist & pedestrians traveling through the area.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $1,797,000.00.

Staff Recommendation: Move that the Council award Contract #20240055 and enter into a unit price contract with M & M Asphalt Maintenance, Inc. dba All County Paving for the intersection improvements at SW Port St. Lucie & SW Cameo Blvd.
Alternate Recommendations:
1. Move that the Council reject the recommended bid.
2. Move that the Council reject all bids and provide staff with direction.
Background: Public Works staff has evaluated long-term solutions for hardening of traffic signals in preparation for hurricanes. One of the processes for hardening is replacing span wire traffic signals with mast arm traffic signals. The intersection of SW Port St. Lucie Blvd. and SW Cameo Blvd. is one of the oldest span-wire signal intersections in the City and was identified as a candidate for traffic signal hardening. In the City of Port St. Lucie 2045 Mobility Plan, dated July 2023, the intersection was also identified as a “Mobility Intersection,” needing future road capacity improvements such as expanded turn lanes. This project will include a combination of signal improvements and turn lane extensions in order to fill both hardening and capacity needs at the intersection. The project will also include enhancements to pedestrian ways.
A consultant was retained to design the abovementioned improvements at the intersection. The project is now ready for construction.
An E-Bid was issued on April 8, 2024, to 1,958 potential suppliers. There were 46 plan holders with 4 proposals being received on May 23, 2024. Of the 4 proposals received, 3 were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds M & M Asphalt Maintenance, Inc. dba All County Paving fair and reasonable.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Traffic / Improvements O/T Buildings (#304-4121-563000-PL#24PW008PSEBD).
