Executive Summary: The City has received an application from Culpepper and Terpening, Inc., acting as the agent for the City of Port St. Lucie Community Redevelopment Agency (CRA) and the City of Port St. Lucie (property owner) to amend the City Center Planned Unit Development (PUD) regulation book and concept plan for City owned property within the PUD. This application is the first amendment to the City Center PUD.  It amends the development thresholds approved for the PUD by reducing office entitlements from 393,000 square feet to 250,000 square feet and other changes and adds a 6,000 seat Sports Stadium to the PUD. The list of changes is listed in the staff report and are included in the attached PUD document (Exhibit “A”).

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Board recommend approval to the City Council as recommended by the Site Plan Review Committee. 

 

Alternate Recommendations:

1.                     Move that the Board recommended approval to the City Council with conditions.

2.                     Move that the Board recommend denial to the City Council.

 

Background: The Site Plan Review Committee recommended approval of the proposed PUD amendment and conceptual plan on May 13, 2026. 

 

The City Center PUD, approximately 69.35 acres in size, was approved in June 2006 and provides for a mix of uses based on an urban block design with walkable streets, civic uses, and open space.
