Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Autumn Bryan, Procurement Contracting Officer I, PMD.

2.                     Parties: City of Port St. Lucie and Woolpert, Inc.

3.                     Purpose: To provide the Utility Systems Department (USD) with an as needed professional services agreement for the maintenance and support of its GIS and Cityworks asset management systems and programs.

4.                     New/Renewal/Modified: New.

5.                     Duration:   The GSA Contract Term is for an initial five (5)-year period ending December 9, 2029, with three (3) additional five (5)-year renewal options.

6.                     Benefits to Port St. Lucie: This will benefit the USD by developing a first-generation Risk Framework for water distribution, wastewater collection, and conveyance asset classes. The resulting risk framework can then be applied to the USD’s individual assets to identify high-risk assets, inform asset management plans, and aid in the identification and development of rehabilitation and replacement projects.

7.                     Cost to Port St. Lucie (Annual and Potential): Initial term cost is $160,000.00 for FY26. Future expenditures will be appropriated in each fiscal year budget.

Staff Recommendation: Move that the Council approve, pursuant to City Code of Ordinances, Section 35.08(a)(9)(a) (cooperative exception to formal solicitation), participation in the GSA Contract #47QTCA25D002W under Master Professional Services Agreement Contract #20260073 with Woolpert, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participation in the GSA Contract # 47QTCA25D002W with Woolpert, Inc.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: Woolpert currently assists the USD with professional services to include: (1) Information Technology (IT) Professional Services; (2) Engineering Services; (3) Engineering Research and Development and Strategic Planning; and (4) Geographic Information Systems (GIS) Services OLM Order Level Materials.

 

Issues/Analysis: Woolpert provides the best value to the Utility Systems Department due to their established expertise and direct, ongoing involvement in supporting the department’s GIS and Cityworks asset management systems. Their existing knowledge of USD’s infrastructure, data environment, and operational workflows allows them to deliver services efficiently.
