3. Purpose: The audit is to evaluate the electrical systems at the Utility’s 7 Booster/Re-pump stations necessary due to initial design shortfalls and/or aging of plant infrastructure and equipment leading to sporadic electrical and operational issues.
4. New/Renewal/Modified: Modified.
5. Duration: Adds an additional 150 calendar days for a new end date of June 12, 2022.
6. Benefits to Port St. Lucie: Adds an audit for evaluation of the electrical systems to the following booster stations: Southport Booster Pump Station, Northport Booster Pump Station, SW Water Booster Station, Glades Booster Station, Midport Re-pump Station, Southport Re-pump Station, Westport Re-pump Station, Rangeline Re-pump Station.
7. Cost to Port St. Lucie (Annual and Potential): Amendment #1 adds an additional $102,296. The New Contract total is $323,504.

Staff Recommendation: Move that the Council approve Amendment #1 for an Electrical Audit and Equipment Optimization Evaluation of additional Pump Stations.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract # 20210082.
2. Move that the Council reject Amendment #1 to Contract # 20210082 and provide staff with direction.
Background: For Amendment #1, Kimley-Horn will perform an electrical audit, including an equipment optimization review, at the three-wastewater booster pumping stations, four water re-pump stations, and one water booster station supplying potable water to Martin Correctional Institution. These audits have been deemed necessary due to aging of the infrastructure and equipment leading to sporadic electrical and operational issues. The audits are crucial in the process of developing a plan to address not only the immediate challenges facing the pump stations, but to keep pace with industry standards and best practices. This is imperative to maintain the quality of products and services Port St. Lucie residents have come to expect from the Utility Systems Department.
Issues/Analysis: Kimley-Horn & Associates, Inc. was next in line for selection for this project based off of the City’s Continuing Engineering Services Contract for Water and Wastewater Plants Projects Contract # 20180148. Due to the estimated construction cost being under $2 million dollars this project fell under the Continuing Contract and did not require City Council Approval originally however Amendment #1 exceeds the $25,000 Amendment/Change Order threshold and requires City Council Approval. Staff reviewed Kimley-Horn & Associates, Inc.’s proposal for Amendment #1 and finds it fair and reasonable.
