St Lucie Transportation Planning Organization Draft 2045 Long Range Transportation Cost Feasible Plan

Executive Summary (General Business): Staff will present the St Lucie Transportation Planning Organization (TPO) draft 2045 Long Range Transportation Cost Feasible Plan. This draft plan updates the Scenario 2 or Balanced Option presented during the October 7th TPO Board Meeting by identifying specific roadway, sidewalk, and pedestrian projects. The presentation will identify Needs Plan projects that would be funded as well as those that would not be funded based on the Balanced Scenario.
Presentation Information: A fifteen-minute power point presentation will be provided by City and St Lucie County Transportation Organization Staff.
Staff Recommendation: Move that the Council review and discuss the Cost Feasible Plan projects that are included in Scenario 2 or the Balanced Option. As part of the discussion, any desired modifications to the Cost Feasible Plan project list should be identified.
Background: Every five years, the St Lucie Transportation Planning Organization (TPO) is federally mandated to update the long-range transportation plan (LRTP). Projects listed in the adopted LRTP are eligible to receive federal and state funding.
The St Lucie TPO and their consultant, Kimley-Horn and Associates, Inc., is working to finalize the 2045 LRTP known as SmartMoves 2045. In this plan, pertinent background information and data is compiled to create two lists of essential transportation infrastructure needed to accommodate travel demand, address safety issues, and meet community needs for the next 25 years. The first project list is known as the Needs Plan. The Needs Plan lists all needed projects without regard to cost. The draft Needs Plan was presented and approved by the TPO Board at the August 5, 2020 meeting. The second list, or the Cost Feasible Plan, identifies projects that can be completed within the anticipated St Lucie TPO funding allocation. The Cost Feasible Plan identifies and prioritizes Needs Plan projects using the Project Prioritization Criteria which was previously approved by the TPO Board.
At the TPO Board Meeting on October 7, 2020, the TPO’s consultant presented three Cost Feasible Plan scenarios based upon project scores, revenue projections and public input (attached). The difference between the scenarios is within the Roadway and Bicycle/Pedestrian Projects which is described below.
• Scenario 1 - Historical, includes the least amount of funding for bicycle and pedestrian projects, St Lucie West Boulevard improvements, California Boulevard improvements, and five roadway improvement projects which carry through to each scenario.
• Scenario 2 -Balanced, allocates additional funding for bicycle and pedestrian projects at the expense of the California Boulevard roadway improvement project, and includes the five roadway projects.
• Scenario 3 - Maximum Multimodal, allocates the greatest amount of funding to bicycle and pedestrian projects at the expense of both the St Lucie West Boulevard and California Boulevard roadway improvement projects, and includes the five roadway projects.
After consideration, the TPO Board requested the TPO to provide a list of the bicycle and pedestrian facility projects included in Scenario 2 (Balanced) for further review and discussion at the next TPO Board Meeting on December 2, 2020.
Today’s presentation will provide the draft list of sidewalk and bicycle facility projects included in Scenario 2 (Balanced). Additionally, the presentation will identify the Needs Plan projects that would be funded as well as those that would not be funded based on the Balanced Scenario.
