2. Parties: City of Port St. Lucie and Aerex Industries, Inc.
3. Purpose: Provide for the installation of new reverse osmosis (RO) membranes elements for the reverse osmosis drinking water plant and complete skid piping alterations.
4. New/Renewal/Modified: New
5. Duration: The initial term is for three (3) years with an option to renew for one (1) 3-year term.
6. Benefits to Port St. Lucie: By replacing the RO membrane elements and piping alterations, the USD reduces its energy use on the electrical motors. By end of the four (4) project replacement phases, the entire plant operation will be optimized for maximum energy savings.
7. Cost to Port St. Lucie (Annual and Potential): The Total Cost is $1,967,871.34 and is proportioned in phases over Fiscal Year’s (FY) FY20-24. The energy reduction is estimated between 35-40 psi which will provide an estimated $22,200 in savings per RO skid per year, and a 10-year estimated cost savings of $222,000 per skid.

Staff Recommendation: Move that the Council award Contract # 20210034 and enter into a contract with Aerex Industries, Inc.

Background: The drinking water treatment RO plant was placed into service in 2006 and the aging RO membranes in skids 1-10 need replacement. The service life for RO membranes is typically 10 years due to the steady Floridan aquifer’s water quality. The membrane replacements and piping alterations will reduce electrical operating costs, improve drinking water quality, and maintain treatment plant capacity. The work also includes performance testing along with start-up testing services for each train individually. The City intends to replace the membranes for all skids over the course of a 5-year schedule. The direct purchase of the new membranes was approved by the City Council on June 28, 2021.
An eRFP was issued on March 30, 2021 to 2,663 potential suppliers. There were 35 plan holders with 1 proposal received on May 26, 2021. The vendor submitted a cost proposal (Attachment 3) with a signed estimate of $1,967,873.05, however, the actual cost, as reflected in the contract, is $1,967,871.34.
Issues/Analysis: Staff has reviewed Aerex Industries, Inc.’s proposal and finds it responsive and responsible. Aerex Industries, Inc. has performed the same services successfully for the City in the past and is a local vendor.
Financial Information: Funds are appropriated in the Capital Utility Budget/ LTC Ranch RO Water Treatment Plant/ Improvements other than building (438-3312-563000-00000).
Special Consideration: The City could see an increase in cost due to market conditions if this contract is not approved.
