2. Parties: City of Port St. Lucie and Brightview Landscape Services, Inc.
3. Purpose: To provide swale liner maintenance services in Area B of the City.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with three (3) additional one (1)-year options to renew.
6. Benefits to Port St. Lucie: To provide swale liner maintenance at various locations outlined in Area B of the City.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $1,395,039.60. Future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract #20230049 and enter a unit price contract with Brightview Landscape Services, Inc. for Swale Liner Maintenance - Area B.

1. Move that the Council reject the recommended bid.
2. Move that the Council reject all bids and provide staff with direction.
Background: The institution of the swale liner maintenance program originated in the late 1980’s due to public outcry from the residents not wanting standing water in their swales. Swale liner maintenance ensures positive conveyance of stormwater which minimizes pond water standing in primarily residential swales. This service removes accumulated debris within over 950 miles of perforated plastic swale liner throughout the City.
The E-Bid was issued on June 19, 2023, to seven hundred and ninety-two (792) potential suppliers. There were twenty-three (23) plan holders with four (4) proposals submitted on July 18, 2023.
Issues/Analysis: Staff has reviewed the proposals and finds that Brightview Landscape Services, Inc. is the lowest responsive bidder and provides the best value to the City.
Financial Information: Funds are appropriated in the adopted FY budget for Stormwater / Greenbelt / Liner (#401-4127-534105-00000).
