2. Parties: City of Port St. Lucie and (1) Ferreria Construction Co., Inc. f/k/a Ferreira Construction Southern Division Co., Inc.; and (2) In Depth, Inc.
3. Purpose: Procure Inspections of Pump Heads at Pump Stations & Well Suction Lines and Repair Debris Cleaning of Stormwater Facilities.
4. New/Renewal/Modified: New.
5. Duration: The original Contract was from March 1, 2023 to February 28, 2025. Amendment #1 is to exercise the one, twenty-four-month renewal option under the Contract.
6. Benefits to Port St. Lucie: To ensure all Pump Heads & Suction Lines are clear of debris.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $200,000. Future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council approve Amendment #1 and additional funds for Contract #20220097 for Underwater & Surface Dive Inspection, Repair Debris Cleaning of Stormwater Facilities with (1) Ferreria Construction Co., Inc. f/k/a Ferreira Construction Southern Division Co., Inc.; and (2) In Depth, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 and additional funds for Contract #20220097.
2. Move that the Council not approve Amendment #1 and additional funds for Contract #20220097 and provide staff with direction.
Background: Services for this Contract include an Annual Inspection and Debris Cleaning of Stormwater Facilities located above and below the water surface. The annual inspections include the Blackwell, Tiffany, and SE Calais Street Pump Stations in addition to an estimated twenty-three (23) stormwater and irrigation locations or recharge wells. The as-needed inspection, repair and debris cleaning may occur at any of the City’s pump stations, irrigation pump stations, recharge wells, control structures or other stormwater facilities as required.
This request is to approve Amendment #1 and additional funds.
The E-Bid was issued in 2022 where the two (2) lowest bidders: Ferreira Construction Southern Division Co., Inc n/k/a Ferreria Construction Co., Inc., and In Depth, Inc., were awarded contracts. At the time of contract award, anticipated expenditures were beneath the threshold that required City Council approval. In the years since the contract was awarded, expenditures have surpassed the City Council threshold due to the addition of irrigation locations. In Depth, Inc. has also requested a price increase of 4.8%.
Issues/Analysis: Staff has reviewed the request for additional funds and finds that the fees are fair and reasonable.
Financial Information: Funds are appropriated in the Road & Bridge Fund / Greenbelt & Waterway Maintenance / Other Contractual Services (#104-4127-534000-00000).
