3.                     Purpose: To provide a paperless work order system for the Utility Systems Department.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: Initial contract period began April 7, 2019 and continues through April 6, 2024.

6.                     Benefits to Port St. Lucie: Replace current system due to its inefficiencies.

7.                     Cost to Port St. Lucie (Annual and Potential): Total cost for this phase is $561,758.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and continue to participate in the GSA Contract #GS-35F-0425P for the next phase of implementation of the Azteca Cityworks software with Woolpert, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve to continue to participate in the GSA Contract #GS-35F-0425P.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: On August 12, 2019, City Council approved the participation in the GAS Contract #GS-35F-0425P for the implementation, configuration, testing and training of the Azteca Cityworks software with Woolpert, Inc. This will provide the onsite call center, field crews and administration a 24/7 paperless work order system. The first phase of the project was to focus on the field staff and connection support to have a work order system and asset management system for the Utility Service Department. This phase of the project will consist of the Utility Systems remote treatment facility sites within the City. Upon completion of both phases, all Utility field staff, connection support, operators, mechanics, and administration would be off the current program SEMS which has not provided accurate data and reports. Continuation of the implementation services for the Azteca Cityworks program will substantially assist the department with its financial records, productivity, and reporting to better serve both the department and the City’s Mission statements.

 

Issues/Analysis: Staff has reviewed the agreement and find that it meets the needs of the City.

                     

Financial Information: Funds are appropriated in the Utility Operating Fund / Mapping / Software (#431-1360-552201-00000).
