3. Purpose: RDK Assets, Inc. dba RDK Truck Sales have/will provide leased vehicles to the City to activate alongside Optimum Services, Inc. to work on restoring and maintaining collection of yard waste, bulk waste, and solid waste to acceptable levels.

6. Benefits to Port St. Lucie: Yard waste, bulk waste, and garbage previously uncollected by Waste Pro will be collected using leased vehicles, upon Waste Pro’s ability/inability to perform.
7. Cost to Port St. Lucie (Annual and Potential): Up to $600,000 and only as necessary.

Staff Recommendation: Move that the Council ratify the emergency leases of 9 vehicles executed by the City Manager pursuant to Sec. 35.11(a), Code of Ordinances, and approve pursuant to Sec. 35.04(c), Code of Ordinances as needed, to provide supplemental yard waste, bulk waste, and garbage collection (not being provided by Waste Pro) until the end of the fiscal year.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify the emergency leases of the vehicles executed by the City Manager pursuant to Sec. 35.11(a), Code of Ordinances, while adjusting the terms of the leasing of additional vehicles.
2. Move that the Council not approve the recommendation and provide staff direction.
Background: The City Manager was authorized to acquire supplemental equipment and vendors as supplemental providers and contractors, to collect the accruing yard and bulky waste in Port St. Lucie neighborhoods and provided a collection sweep of the entire City to remove the service backlog and restore collection to acceptable service levels that can be sustained by Waste Pro. This agreement for the lease of vehicles will allow for the ability to also collect solid waste which has become an urgent need for our community. The City entered into an emergency contract agreement for the lease of nine (9) used, rear loading solid waste collection trucks for June at a rate of $9,250.00 per month with a six (6) month minimum (attached). Staff needs the ability to secure and operate these trucks until the end of the fiscal year or until FCC Environmental Services takes over as the new solid waste contracted hauler.
To provide supplemental solid waste collection services to the residents of Port St. Lucie whose garbage service had either been missed or delayed, City staff explored the option to lease solid waste collection vehicles from companies that offer short-term lease agreements. More than thirty (30) companies were contacted nationwide, approximately thirteen (13) of those companies responded that either they had no availability, or they could put us on a waiting list with an anticipated six (6) month delay in truck availability. Two (2) companies represented some availability to our request for immediate availability. Rantoul Truck Rental in Rantoul, Illinois said they had three (3) trucks available. In addition, RDK Truck Sales in Tampa, Florida responded their availability of up to ten (10) trucks. To expedite the availability and delivery of trucks, City staff elected to secure the trucks from a vendor in Florida.
Issues/Analysis: N/A
Financial Information: The City collects revenue for residential waste collection and disposal via an annual Solid Waste Assessment that is dispersed to Waste Pro in quarterly payments. Similar to the previously approved supplemental services orders for Optimum Services, and FCC Environmental Services, the proposed costs would be covered by solid waste fees collected and withheld to cover the cost of emergency collection.
Special Consideration: Ahead of hurricane season, staff recommends the City take action in the collection of solid waste if and when Waste Pro fails to collect it as it poses issues to our stormwater drainage system as well as citizen health and safety.
