Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Hinterland Group, Inc.
3. Purpose: To provide cured-in-place pipe lining repairs throughout the City.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on October 1, 2020 through September 30, 2021 with an option to renew for two (2) additional one (1) year terms ending on September 30, 2023.
6. Benefits to Port St. Lucie: Utilize Charlotte County’s contract to provide different sizes of cured-in-place pipe lining that have been competitively bid to offer the best value to the City.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for Fiscal Year 2021/2022 is $200,000. Future expenditures for projects will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Charlotte County Contract #2020000497 with Hinterland Group, Inc. for Rehabilitation of Existing Storm Sewer Pipes.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Charlotte County Contract #2020000497.
2. Move that the Council not approve participating in the Charlotte County Contract #2020000497 and provide staff with direction.
Background: Throughout the City there are instances where some residences have fences, trees or other objects in the drainage easement. By using this product and format, Hinterland Group will be able to go in and repair any failed culvert within a day or two without disturbing these objects or inconveniencing the surrounding residents who live close to the area of repair.
Issues/Analysis: Staff has reviewed Charlotte County’s Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in FY 2021-2022 budget for Stormwater / Street & Drainage / Culvert Replacement (#401-4126-534101-00000)
