Executive Summary: This amendment updates the City Center Master Sign Program to add standards for LED display boards and scoreboards for the proposed soccer stadium at Walton & One (City Center PUD).  In November 2025, the City of Port St. Lucie and the Port St. Lucie Community Redevelopment Agency entered into a Development and Funding Agreement, Operating Agreement, and Non-Relocation Agreement for the construction and continued operations of a 6,000 seat sports stadium on approximately six (6) acres of City owned land within Walton & One.

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Board recommend approval of the amendment to the Master Sign Program.

 

Alternate Recommendations:

1.                     Move that the Board amend the recommendation and recommend approval of the amendment with modifications. 

2.                     Move that the Board recommend denial of the amendment and provide direction to staff.

 

Background: The City Center Master Sign Program was adopted on April 11, 2011, through Ordinance 11-35 and has been amended over time to support ongoing site development.  An amendment to the City Center PUD (P26-055) is scheduled for the October 6, 2026 Planning and Zoning Board hearing to amend the development thresholds and concept plan to add a 6,000 seat soccer stadium to the PUD. A site plan application (P26-122) and a subdivision plat application (P26-154) have been submitted for the soccer stadium project and are under review.   The Community Redevelopment Agency and the Site Plan Review Committee have reviewed the proposed amendment and recommend approval.

 

Issues/Analysis: A list of the proposed changes are included in the Master Sign Program document (Exhibit “A”). The changes are shown as strike through for deletions and underlined for additions.

Location of Project: The City Center PUD is located east of U.S. Highway 1, west of SE Village Green Drive, and south of Walton Road.
