3.                     Purpose: Install and Maintain pedestrian facilities.

5.                     Duration: 2-years with the option to renew for an additional 3-year period upon satisfactory service.

6.                     Benefits to Port St. Lucie: To provide functional and safe access for pedestrians citywide.

7.                     Cost to Port St. Lucie (Annual and Potential): Annual expenditures are estimated at $500,000.

Staff Recommendation: Move that the Council award Contract #20200095 and enter into a unit price contract with McTeague Construction Co., Inc. for Citywide Curb & Gutter, ADA Ramps and Miscellaneous Sidewalk Replacement Projects.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20200095.

2.                     Move that the Council not approve Contract #20200095 and provide staff with direction.

 

Background: As part of the City’s sidewalk maintenance program, the City intends to procure the services of a Contractor to perform the work related to the maintenance of existing pedestrian facilities, including but not limited to, sidewalks and sidewalk curb ramps. A sidewalk maintenance program, to regularly repair or reconstruct damaged sidewalk is important for ensuring pedestrian safety and welfare in the City’s rights-of-way.

 

 An E-Bid was issued on September 10, 2020 to 1,240 potential suppliers. There were 22 plan holders and 4 proposals were submitted on October 15, 2020.

 

Issues/Analysis: Staff reviewed the proposals and finds that McTeague Construction, Co., Inc. provides the best value to the City. McTeague Construction Co., Inc. has performed numerous successful projects for the City and is a local vendor.

                     

Financial Information: Funds are appropriated in the proposed FY2020-2021 budget for Road & Bridge CIP Fund/ Road & Street/ Repair or Installation-Sidewalk (#304-4125-534133) and Improvements O/T Building (#304-4105-563000). All future expenditures will be requested in the proposed budgets for each year.
